This is my decision for the Herero people. Signed: The Great General of the Mighty Kaiser, Genocide of the Hereros • 27 von Trotha This order is to be read to the troops at quarters with the additional statement that even if a trooper captures a captain of the Hereros he will receive the reward, and the shooting of women and children is to be understood to mean that one can shoot over them to force them to run faster. I definitely mean that this order will be carried out and that no male prisoners will be taken, but it should not degenerate into killing women and children.

The only problem is that he does not have the power to carry it out. He must remain on the western edge of the Omaheke and cannot force the Hereros to leave it. If they should voluntarily leave the land we would not have gained much. They would present a constant threat in Bechuanaland in the event that the Cape government would not or could not render them harmless. There is therefore scarcely any other alternative but to try to persuade the Hereros to give up. That is made more difficult by the proclamation of General von Trotha which states that any Herero who tries to give up will be shot.

The largest of these was centered on Okahandja and was estimated to have some 23,000 members living in about 150 villages. Other large tribes existed near Omaruru, Otijimbingwe, and Waterberg, while the five tribes of eastern Hereroland were all fairly small. 2 While each tribe had a chief who was its nominal leader, in fact even the richest chief was no more than a primus inter pares, since all the cattleowners in the tribe shared in the decision-making process. Samuel Maherero held the position of Paramount Chief, a fairly new office, because he was chief of the tribe located in the Okahandja area, the largest single grouping of Hereros, and was supported by the German colonial authorities and the Rhenish Missionaries, since he was a Christian.
